FIFA Volunteer Visas Are Open—But Approval Isn’t Guaranteed

FIFA just opened a new visa pathway for World Cup 2026 volunteers to come to Los Angeles.
The problem? Having a legal path and getting approved are two completely different things.
On December 1, the Department of State updated their manual to allow B-1 visas for FIFA-accredited volunteers. This is the first time DOS has explicitly recognized FIFA volunteer work as a valid business visitor purpose.
So if you’re selected by FIFA, you now have clear legal grounds to apply for a tourist visa.
However, you still need to clear the Section 214(b) hurdle: Every B-1 applicant has to prove strong ties to their home country to demonstrate that they will return home after the World Cup. FIFA credentials don’t change that requirement.
Right now, 214(b) refusals (failure to demonstrate nonimmigrant intent) are climbing worldwide.
You can check every eligibility box and still get denied if the officer questions your intent to return home.
The financial requirements create another layer of complication.
→ FIFA volunteers receive zero compensation→ They fund their own airfare, hotel, transportation, and daily expenses→ FIFA only covers meals during shifts
This puts volunteers in an awkward position.
Volunteers will need substantial resources to participate, but having those resources doesn’t prove you won’t stay. Self-funding a long U.S. stay with no pay can raise more questions about your real intentions.
DOS is expanding consular staffing and setting up special appointments for World Cup applicants. That helps with processing speed, but doesn’t lower the approval bar.
So if you’re applying as a FIFA volunteer, prepare with three things:
→ Official FIFA selection letter→ Proof you can cover all expenses→ Concrete evidence of home country ties
The new rule removes one obstacle, but not the biggest one — proving temporary intent when officers are increasingly skeptical.
Don’t assume the new pathway means automatic approval. Since a tourist visa can be valid for 10 years, consider applying now and having an attorney review your application before submission.
You shouldn’t leave any detail to chance.
